Obtaining Crozer Medical Records
As of February 20, 2026, the bankruptcy court approved Prospect Medical Holdings request to be allowed to destroy remaining patient records in their custody after a one-year period. Patients should retrieve their medical documents as soon as possible.
In July 2025, Prospect Medical transitioned to a single company to manage requests for all Crozer medical records:

In August 2025, under a court order The Foundation for Delaware County committed $3 million to fund expenses related to records acquisition for up to 43,000 patients. Patients who previously paid fees for their records prior to this agreement can request reimbursement on the Morgan Records website.

State Oversight and County Response
- Prospect Medical Holdings originally purchased the Crozer Health system in 2016. The purchasing agreement included a 10-year clause restricting hospital closures. Despite this stipulation, Prospect Medical Holdings closed Springfield Hospital and Delaware County Memorial Hospital in 2022 and filed for Chapter 11 bankruptcy and closed Crozer Chester Medical Center and Taylor Hospital in 2025. Prospect’s actions reflect years of mismanagement, financial exploitation, and disregard for public health and community well-being.
- Hospitals in Pennsylvania are regulated by the Commonwealth of Pennsylvania.
- Delaware County Council, the County Executive, and departments across Delaware County are engaged in partnerships focused on contingency planning and addressing the impacts on healthcare services and continuity of care for Delaware County residents, and are collaborating with:
- Congresswoman Mary Gay Scanlon
- State Representatives and Senators
- The Governor’s Office and Attorney General’s Office
- The Pennsylvania Department of Health
- Regional health system partners
- On February 18, 2026, Delaware County Council voted unanimously to end the emergency declaration it first issued on April 21, 2025 amid the collapse of the Crozer Health System to help safeguard public health, ensure care continuity, and mobilize resources in support of residents and healthcare workers. The emergency declaration enabled the County to expedite staffing, procurement, and emergency medical coordination.
- Delaware County Council, the Delaware County Legislative Delegation, and community partners activated a contingency plan to fund four Advanced Life Support (ALS) vehicles to mitigate EMS service gaps due to the loss of Crozer EMS services. This plan operated from 5/3/25 through 8/3/25. For years, Crozer EMS provided critical emergency medical services to numerous municipalities across Delaware County, and most of these municipalities relied on this coverage to support local ALS services that were not available in local budgets. This contingency arrangement provided Delaware County municipalities the crucial time needed to strengthen EMS service capabilities.
- Delaware County developed a Toolkit for Navigating Municipal Impacts of Prospect Bankruptcy to assist local governments in responding to potential disruptions in healthcare services. This toolkit provides guidance on emergency declarations, funding opportunities, EMS coordination, and municipal planning in the event of hospital closures.
