Mission Statement

The overall responsibility of the Delaware County District Court Administrator’s Office is to ensure the timely and efficient processing of criminal and civil actions including family-related issues for the Court of Common Pleas of Delaware County, 32nd Judicial District while providing quality service to litigants, attorneys and the Court.

The Court Administrator’s Office is primarily responsible for the administration of the criminal, civil, municipal and family sections of the Court. The office also is responsible for the day-to-day operations of the one day/one trial jury system and arbitration program.

The Court Administrator’s Office randomly assigns family, civil and criminal cases to Trial Judges. The office schedules many types of hearings and conferences for the Court including Custody Conciliators and Equitable Distribution hearing officers.

The Court Administrator’s Office annually processes thousands of motions, petitions, stipulations, and applications. The office further assists the Court by providing key information to the general public on a daily basis. The Court Administrator’s Office also is responsible for providing statistics to state and local agencies upon request. Arbitration

  •  Processing bail petitions, arraignments, detainers, and ARD removals

  •  Processing first and secondary Protection From Abuse filings
  •  Processing alimony, divorce complaints, stipulations, and decrees
  •  Processing custody, special relief, and equitable distribution filings
  •  Processing continuance requests

  •  Assigning all major (non-arbitration) civil cases to the trial judges
  •  Timely processing all motions filed in major civil cases

01/21/25 Update: PAYMENTS ARE NOW BEING PROCESSED

***According to the information received from the Bureau of Child Support Enforcement in Harrisburg, as of 01/17/25, the payment processor for the Pennsylvania State Disbursement and Collections Unit is experiencing technical problems and is unable to process payments. They are working to resolve the issue as quickly as possible, and apologize for the inconvenience. ***

The Courthouse and Government Center Complex is located at Front and Orange Streets in Media, Pennsylvania and encompasses a full square block area. Complimented by the American Heritage Plaza to the rear of the main Courthouse, additional buildings include the Fronefield, Curran and nearby Toal and Sweeney Buildings. Visitors will find a friendly, caring and knowledgeable staff offering a wide variety of information and services.

A unique mix of old and modern architecture, the Courthouse is of the Classical Revival style made with Georgia White Marble on the exterior, and was erected in 1913. The Government Center, dedicated in 1985, is a more modern facility which houses various governmental departments.

  3. Fees for divorce filings are submitted to the Office of Judicial Support. Fees are published and subject to change.

As a self-represented litigant, you are required to follow the procedures pursuant to the Pennsylvania Rules of Civil Procedure, which are located in the Law Library on the 4th Floor of the Delaware County Courthouse. You must also follow the divorce rules located in the Delaware County Local Rules, Rule 1920.1 through 1920.90.
  6. A party seeking a divorce will need to file a complaint (an original and two (2) copies) with the Office of Judicial Support. A party must prepare and file an Entry of Appearance form for self-representing party. A complaint must contain a reference to the section of the Divorce Code under which the divorce is to be granted. The filing party must serve the complaint pursuant to the Pennsylvania Rules of Civil Procedure. Once filed, the parties are required to follow the state and local rules of procedure. Questions related to scheduling can be answered by calling the District Court Administrator's Office at (610) 891-4550.
  7. Once a divorce complaint is filed, the case is randomly assigned to a judge by the District Court Administrator's Office.
  8. All petitions submitted after the filing of a divorce complaint must be filed in the Office of Judicial Support. A Petition for Special Relief will be forwarded by the District Court Administrator's Office to the assigned judge who will notify the litigants of a hearing date. A party seeking equitable distribution must refer to Delaware County Local Rule 1920.54.

Once filed, the pleadings will be processed by the District Court Administrator's Office, located on the first floor of the Courthouse, for scheduling before a Master. Questions related to scheduling can be answered by calling the District Court Administrator's Office at (610) 891-4552.
  7. A local cover sheet - notice form shall be attached to the Complaint to assist with scheduling the matter before a Master.
  8. If the Complaint is mailed or personally filed, the District Court Administrator’s Office will call the filing party to pick up a copy of the pleading with a scheduled hearing date. The filing party is required to serve the opposing party. Proof of service is required at the time of the hearing before the Master.
  9. An Emergency Petition for Custody, Partial Custody or Visitation must be filed in person at the Office of Judicial Support. The filing party will be required to present the Emergency Petition to the District Court Administrator's Office which will forward it to a judge. An Affidavit of Good Faith Effort form must be attached to the petition. The Court requires that all Emergency Petitions must either be hand-delivered and/or service shall be contemporaneously made by the moving party in conformity with the Pennsylvania Rules of Civil Procedure.
  10. In the event any custodial parent intends to move or change residence that will significantly impair the ability of the non-relocating party to easily exercise periods of custody, the relocating parent shall first comply with all of the applicable provisions of 23 Pa. C.S.A. 5337 Relocation. Please refer to the "Requirements Regarding Relocaton of Residence" as to what steps must be taken and seek the advice of an attorney.

    A party intending to move or relocate must prepare and serve on the non-custodial parent a "Notice of Proposed Relocation" and a "Counter-Affidavit".

    A party objecting to relocation must timely file a "Counter-Affidavit" with the Office of Judicial Support. The forms and instructions on the Office of Judicial Support website and the "Self Help-Custody" website are intended to provide assistance and not to replace the advice and representation of counsel.

32nd Judicial District Language Access Plan 

The attached Language Access Plan provides a framework for the timely and effective language assistance to Limited English Proficiency (LEP) persons and deaf and hard of hearing persons who come in contact with the 32nd Judicial District.
